Dihydroxyethyl tallowamine oxide is an emulsifier (changes the interfacial tension of liquids such as water and oil so that they can be mixed together) used in cosmetic products. The base is beef tallow. Furthermore, the substance has an antistatic effect (reduces static charges by neutralizing the electric charge on the surface of e.g. hair).
